Along with the city proclamation, the mayor presented one passed by the Georgia Legislature.
Dr. Carter stated that "Thomaston made me what I am today," and that his only regret was that his former teacher Mrs. Green wasn't there to see what he had accomplished.
Among the long list of Dr. Carter's achievements is spearheading the effort to place the MLK Memorial on the National Mall in Washington DC.
Dr. Green and his wife now reside in Griffin.
