A CRIMINAL WARRANT HAS BEEN ISSUED FOR RICHARD LEE HARVILL OF WOODLAND ROAD IN THOMASTON FOR THEFT OF SERVICES FROM THE CITY OF THOMASTON, ALLEGEDLY INVOLVING $468,900. HARVILL THE FORMER OWNER OF A COMPANY CALLED AGRICYCLE SAID HE HAD A VERBAL AGREEMENT WITH THE CITY OF THOMASTON TO DUMP AND TREAT LEACHATE FROM THE TAYLOR COUNTY LANDFILL AND DUMP IT IN THE CITY’S SANITARY SEWER SYSTEM. AN AGREEMENT FROM JAN.08 TO DEC.09 BUT ACCORDING TO THE WARRANT HE DELIVERED MORE LEACHATE TO THE CITY’S SYSTEM THAN HE REPORTED. GBI AGENT SAM BAITY OBTAINED THE WARRANT FOR HARVILL TUESDAY AND BOND WAS SET AT $500,000. THE CASE IS EXPECTED TO BE PRESENTED TO THE NOVEMBER UPSON COUNTY GRAND JURY.
