BEFORE A STANDING ROOM ONLY CROWD, THE UPSON COUNTY BOARD OF COMMISSIONERS APPROVED A SPECIAL EXCEPTION FOR STEVE HARVEY'S LEGACY RANCH, WITH ALMOST A DOZEN CONDITIONS, AT TUESDAY'S MEETING. ONE OF THOSE A MASTER SITE PLAN MUST BE APPROVED BY PLANNING COMMISSION STAFF BEFORE ANY PERMITS CAN BE ISSUED. THE VOTE WAS 4-0 WITH COMMISSIONER PAUL JONES ABSTAINING, CITING A CONFLICT OF INTEREST, HAVING WORKED AT THE RANCH SINCE THE LATE TRUETT CATHY OPENED THE ROCK RANCH.
