THE UPSON COUNTY PLANNING COMMISSION VOTED TO CONTINUE A PUBLIC HEARING ON A PROPOSED REZONING FOR A LARGE SUBDIVISION IN WESTERN UPSON COUNTY ON OLD ALABAMA ROAD AT MONDAY'S REGULAR MEETING. THE PLANNING COMMISSION SAID IT IS NOT PREPARED TO MAKE A RECOMMENDATION ON THE PROJECT TO THE UPSON COUNTY COMMISSIONERS--IT NEEDS MORE INFORMATION. THE PLANNING COMMISSION HEARD TESTIMONY FROM MAJORITY PROPERTY OWNERS JIM FAULKNER AND HIS WIFE AUDRA OF THOMASTON WHO SAID THEY FELL IN LOVE WITH THE PROPERTY AFTER RELOCATING FROM MICHIGAN TO UPSON COUNTY. WISCONSIN DEVELOPER DAN SPRINGHETTI ALSO TESTIFIED AND INDICATED HE WAS TOLD BY COUNTY P LANNING AND ZONING P-M ZONING WAS BEST FOR THE PROJECT , CURRENTLY ZONED A-R.
PLANNING COMMISSION CHAIR PHILLIP FALLIN SAID THE DEVELOPER HAD BEEN ISSUED SEVERAL QUESTIONS TO ANSWER ABOUT THE PROJECT, BUT SOME ANSWERS SEEMED VAGUE AND NEED MORE DETAIL. SPRINGHETTI SAID HE IS WORKING TO ANSWER ALL QUESTIONS THE P&Z BOARD HAS ABOUT THE PLAN. THE CONTINUED PUBLIC HEARING LASTED AN HOUR AND A HALF AND DREW AN OVERFLOW CROWD TO THE MEETING CHAMBER.
SOME OPPOSED QUESTIONED PLACING THE SUBDIVISION IN WHAT THEY CLAIMED IS A FLOOD PLAIN AND BOARD MEMBER MARTIE MURPHY MENTIONED THAT SEVERAL ISSUES INVOLVING WATER, SEWER, AND FIRE PROTECTION ARE UNDER THE JURISDICTION OF THE STATE OF GA, BUT THE DEVELOPER WAS ENCOURAGED TO GET ANSWERS. WATER SERVICE FOR THE SUBDIVISION IS AN ISSUE THE PLANNING COMMISSION WANTS TO KNOW MORE ABOUT AND ENCOURAGED THE DEVELOPER TO BE IN TOUCH WITH THE HEALTH DEPARTMENT.
