NEWS FROM GORDON STATE COLLEGE
BARNESVILLE, Ga. – As the University System of Georgia (USG) celebrates a record 86,660 degrees awarded during fiscal year 2026, Gordon State College is reflecting that statewide momentum through growing degree completion, one of the most affordable pathways to higher education in the state and academic programs designed to meet Georgia’s workforce needs.
USG announced today that the number of degrees conferred across its 25 public colleges and universities increased 4.9% over the previous fiscal year. At GSC, recent commencement numbers also point to growing momentum in student completion.
During Spring 2026 Commencement, GSC awarded 338 degrees to 328 graduates, marking one of the largest graduating classes in the College’s history. The number of degrees awarded represented a 15% increase over Spring 2025.
“Every degree earned at Gordon State represents a student prepared to move forward,” said Dr. Russell Crutchfield, GSC president. “By providing affordable pathways, responding to Georgia’s workforce needs and supporting students through graduation, we’re preparing graduates to strengthen their professions and communities.”

UPSON CO TAX COMMISSIONER ANDY CHASTAIN ON TAX BILLS 2026
PSA 2026 PROPERTY TAX BILLS
2026 property tax bills are scheduled to be mailed out by this Friday, Oct. 16th and will be due Dec. 17th. There was a delay in processing & printing the tax bills this year due to programming for FLOST & HTRG tax relief that taxpayers will be receiving this year. Tax bills will be available to pay in person, over the phone, or online starting Thursday Oct. 15th.
All property taxpayers will see an amount on their bill that indicates the amount of FLOST tax relief they received for 2026 and each homestead taxpayer will see an avg. of $400 in savings from the Homestead Tax Relief Grant (HTRG) given by the State.
This year Upson County & the City of Thomaston received a combined amount of $2.2 million from the Property Tax Relief sales tax, formerly known as FLOST, that was used exclusively for tax relief on their 2026 tax levies. Next year that amount should be around $5 million that will be used to roll off their millage rates and provide even more tax relief. In the coming months we’re going to see more counties & municipalities vote in an additional sales tax for property tax relief purposes, especially since the new LHOST is on the table that provides additional homestead tax relief. It’s important to note though that there will most likely be no HTRG tax relief from the State to help next year.
This year FLOST, combined with the HTRG given by the State, should significantly reduce taxes on the majority of homes and other properties in Upson. It’s good that the County & City got FLOST on the ballot when they did because we’re getting unexpected tax relief for 2026 that was initially planned for 2027. With the expected revenue from FLOST in the coming years and the possibility of having an LHOST in its place, I foresee some major tax relief for our homestead taxpayers.

UPSON-LEE GRADUATION RATE
Thomaston-Upson Schools Graduation
Rate Reaches New All-Time High of 92.6%
Thomaston-Upson Schools is proud to announce that the district’s graduation rate has reached
92.6% for 2026, establishing a new all-time high and continuing a multi-year trend of strong
graduation outcomes for Upson-Lee High School students.
The district’s graduation rate increased from 91.6% in 2024 to 92.5% in 2025 and 92.6% in
2026. The 2026 rate is also 4.1 percentage points higher than Georgia’s state average of
88.5%.
The continued increase reflects the collective efforts of students, teachers, counselors,
administrators, support staff, families, and community partners who work throughout a student’s
educational journey to keep students engaged, provide needed support, and prepare them to
successfully complete high school.
“This accomplishment is something our entire school system and community can celebrate,”
said Superintendent Dr. Travet “Tret” Witherspoon. “A graduation rate of 92.6% represents
students who have worked hard and persevered to reach an important milestone. It also
represents the teachers, staff members, families, and community members who have supported
those students along the way. We are extremely proud of our graduates and remain committed
to ensuring every student has the opportunity to succeed.”
While the district celebrates another record-setting graduation rate, Thomaston-Upson Schools
remains focused on continued improvement. District and school leaders will continue working to
identify and support students who may be at risk of not graduating while strengthening
academic opportunities, student engagement, and college and career readiness.
The district recognizes that graduation is the culmination of years of work that begins long
before students enter high school. From early learning and elementary education through
middle and high school, employees across Thomaston-Upson Schools play an important role in
preparing students to reach graduation.
The 92.6% graduation rate marks the second consecutive year Thomaston-Upson Schools has
established a new all-time high, building on the district’s 92.5% rate in 2025

PUBLIC NOTICE
City of Thomaston Water Department
Water Quality Notice: Temporary Water Discoloration Due to Naturally Occurring
Manganese
September 1, 2026
The City of Thomaston Water Department is aware that some customers may notice a slight
brown, yellow, or tea-colored tint in their tap water. This temporary discoloration is the
result of elevated levels of naturally occurring manganese entering the treatment plant from
the source water supply.
Manganese is a naturally occurring mineral commonly found in soil, groundwater, and
surface water. While it can affect the appearance of drinking water, it does not necessarily
indicate health concern. The U.S. Environmental Protection Agency (EPA) has established a
Secondary Maximum Contaminant Level (SMCL) of 0.05 mg/L for manganese based on
aesthetic considerations such as color, taste, and staining potential.
Current manganese levels in the City's water system remain below EPA’s secondary
aesthetic standard. However, concentrations have been elevated enough to cause minor
discoloration in portions of the distribution system. Probable causes include prolonged
periods of extreme heat combined with rapid temperature changes to the water source
onset by cooler rain events and cooler mornings. The temperature swings affect the water
chemistry. Crews are aware and are undertaking efforts throughout the system to abate the
issue
Is the Water Safe?
Yes. The water remains safe for drinking, cooking, bathing, and other household uses. This
situation does not constitute a health emergency and is not a violation of any primary
drinking water regulations. The primary impact is limited to the appearance of the water.

What Customers Can Do
If you experience discolored water, we recommend the following:
• Run cold water from a faucet, bathtub, or utility sink for approximately 2 to 5 minutes
or until the water clears.
• Delay washing light-colored laundry until the water runs clear to prevent potential
staining.
• There is no need to boil water or purchase bottled water as a result of this issue.
• Customers with specific health concerns should consult their healthcare provider.
Actions Being Taken
The City of Thomaston Water Department is actively working to restore normal water
appearance by:
• Adjusting treatment processes to optimize manganese removal.
• Enhancing oxidation and sequestration treatment measures as needed.
• Conducting targeted flushing of water mains throughout the distribution system.
• Continuing routine water quality monitoring to ensure compliance and track
improvements.
We anticipate conditions will improve over the next 24 to 72 hours as these corrective
measures take effect.

GORDON STATE COLLEGE HONORS THOMAS GOSS
BARNESVILLE, Ga. – Gordon State College alumnus and Foundation Trustee Thomas “Tog” Goss was honored with the Alumni and Distinguished Friends Award during the 2026 University System of Georgia Foundation Board of Regents’ Scholarship & Awards Gala. The event, themed “Sea of Dreams,” took place Saturday, Aug. 22, at the Georgia Aquarium in Atlanta.
The annual Gala is the USG Foundation’s signature philanthropic event, bringing together business, civic and higher education leaders from across Georgia to support need-based scholarships for students attending the state’s public colleges and universities. The event also recognizes outstanding students, faculty, alumni, donors and supporters whose leadership and service advance public higher education throughout Georgia.
Goss was recognized in the State Colleges category for his longstanding commitment to Gordon State, healthcare education and expanding opportunities for students. A distinguished healthcare executive and GSC alumnus, Goss serves as a trustee of the Gordon State College Foundation and is the former chief operating officer of Atrium Health Navicent Baldwin. He currently serves as CEO of Putnam General Hospital.
“Tog Goss represents the kind of leadership and service that makes Gordon State College and our communities stronger,” said Dr. Russell Crutchfield, president of GSC. “His commitment to developing Georgia’s healthcare workforce, expanding opportunities for students and investing in the communities we serve reflects the very best of Highlander Nation. This recognition by the Board of Regents is well deserved, and we are proud to celebrate him.”
That commitment to Gordon State includes establishing an endowed scholarship supporting students in the College’s LPN/Paramedic Bridge to ASN pathway. The scholarship helps reduce financial barriers for non-traditional students while supporting the development of skilled healthcare professionals who can serve rural communities throughout the region.
Goss also provides strategic guidance through GSC’s Nursing and Health Sciences Advisory Board and regularly shares his experience with students through mentorship, speaking
engagements and professional guidance. His continued involvement connects academic preparation with workforce needs while strengthening pathways into healthcare careers.
Through his philanthropy, professional leadership and advocacy, Goss has become a champion for healthcare access and a strong ambassador for GSC and the USG.
GSC’s participation in the annual Gala provides an opportunity to celebrate members of Highlander Nation whose contributions extend beyond the College while strengthening relationships with donors, corporate partners and state leaders who support public higher education.

HONOR FOR U-L MIDDLE SCHOOL
Upson-Lee Middle School Named a 2026
AMLE School of Distinction
August 17, 2026
Upson-Lee Middle School has been named a 2026 School of Distinction by the Association for
Middle Level Education (AMLE), earning national recognition for its commitment to excellence in
middle grades education and continuous school improvement.
Upson-Lee Middle School is one of just 39 schools recognized worldwide as a 2026 AMLE
School of Distinction. The honorees include schools from across the United States as well as
Canada and Israel.
The recognition is especially significant for Upson-Lee Middle School, which was previously
named an AMLE School of Distinction in 2022. AMLE recognition is awarded on a four-year
cycle, requiring schools to reapply to maintain their School of Distinction status and demonstrate
an ongoing commitment to continuous improvement.
"This recognition is a tremendous honor for Upson-Lee Middle School and reflects the hard
work taking place throughout the school each day," said ULMS Principal Rhonda Gulley. "Our
teachers and staff are committed to creating an environment where our students feel supported,
challenged, and connected. Being recognized again as an AMLE School of Distinction validates
that commitment and the work of our entire school community."
The AMLE Schools of Distinction program is both a recognition and continuous improvement
initiative for schools serving students ages 10–15. The program recognizes schools committed
to the middle grades best practices outlined in AMLE's foundational text, The Successful Middle
School: This We Believe. Schools also participate in self-assessment and strategic
vision-setting designed to support continued growth and success.
According to AMLE, schools are selected through a rigorous review process focused on the
characteristics of successful middle grades schools and their commitment to continuous
improvement. As part of the 2026 selection process, schools demonstrated excellence in
implementing middle grades best practices and continuous improvement plans, with the
evaluation supported by stakeholder interviews involving staff, students, and families.
"The 2026 Schools of Distinction once again remind us that great middle schools do not happen
by accident, they are built through intentional practices, strong leadership, and a deep
understanding of young adolescents," said Chris Woodside, AMLE CEO, in announcing this
year's recipients. "These 39 schools are leading the wa

GORDON STATE COLLEGE SUMMER LEADERSHIP ACADEMY
BARNESVILLE, Ga. – Gordon State College’s Summer Leadership Development Academy marked significant growth in its second year, welcoming 51 students to its 2026 cohort. The academy grew by 76% from its inaugural year while producing strong academic outcomes.
The Summer Leadership Development Academy, or SLDA, prepares students for the academic and personal responsibilities of becoming successful full-time college students. Building upon the program’s inaugural year, GSC expanded the academy through increased campus collaboration, additional course opportunities and greater flexibility for participating students.
The results reflected that growth. Participants earned pass rates of 93% and 94% in their on-campus coursework and a 100% pass rate across online courses.
“The academy provided a life-changing experience for our students this summer,” said Dr. William Smith, GSC’s Title III project coordinator. “I believe we successfully gave them a true head start on college success, equipping them with the foundation and confidence to move forward in their academic journey.”
Throughout the academy, students worked to develop the accountability and discipline needed to successfully navigate college. As participants established academic routines, organizers saw students become more consistent in following those routines and increasingly accountable when challenges arose.
Students also participated in workshops led by representatives from departments across GSC. The sessions introduced students to campus resources, academic programs and potential career pathways while helping them understand how to use those resources throughout their college experience.
A visit to the Georgia State Capitol provided another memorable learning experience. Students spent the day in Atlanta exploring Georgia’s history and government, including visits to the Senate and House chambers.
“We equipped students with the resources and knowledge to succeed as full-time college students,” said Alex White, GSC’s Title III project assistant. “It was equally rewarding to see the friendships they formed and to provide a space where those lasting connections could begin.”
By giving participants an opportunity to experience college coursework, establish academic habits and become familiar with campus resources before beginning a full-time semester, SLDA supports GSC’s goals of strengthening student success, retention and graduation.
For Smith, the academy’s impact also extends to the ways students may contribute to the Gordon State community throughout their college experience.
“Working with this group of students has been reinvigorating for me,” Smith said. “The students teach us as much as we teach and impart wisdom upon them, and I am optimistic about the program’s future impact on the institution.”
Following the growth of the academy’s second cohort, program leaders hope to continue expanding SLDA by increasing student enrollment and strengthening the support needed to sustain the program as it grows.

STATEMENT FROM BRIGHTMARK CEO BOB POWELL REGARDING LETTER TO INDIANA ENVIRONMENTAL
In July, we voluntarily paused the plastics pyrolysis part of our processing line at our Ashley facility to implement the next generation of upgraded technology, and we notified the Indiana Department of Environmental Management that we were doing so. The balance of the facility’s operation is continuing uninterrupted.
Brightmark will employ this next-generation plastics-to-pyrolysis oil technology in our proposed Thomaston facility. The pause in Ashley has no bearing on our proposed operation in Thomaston.
