HE TOLD THE UPSON COUNTY COMMISSIONERS AT A WORKSHOP, WEDNESDAY, QUAD GRAPHICS HAS PUT A NEW PROPOSAL ON THE TABLE. NEGOTIATIONS HAVE BEEN UNDERWAY FOR QUAD TO GET A $2 MILLION TAX INCENTIVE PACKAGE IN RETURN FOR 74 NEW JOBS IN THE NEXT TWO YEARS, A $4 MILLION INVESTMENT. THE NEW OFFER INCLUDES THE 74 JOBS PLUS AN ADDITIONAL 100 JOBS IN THE NEXT SEVERAL YEARS WITH A $25 MILLION DRAW-DOWN FOR FUTURE EXPANSION. IDA ATTORNEY JOEL BENTLEY WHO ATTENDED THE MEETING, TOLD THE COMMISSIONERS, EVERYTHING IS SUBJECT TO NEGOTIATIONS, BUT THE TEAM JUST WANTED TO UPDATE THE COMMISSIONERS ON THE LATEST DEVELOPMENTS. CHARLES SAID TOP QUAD OFFICIALS ARE IN TOWN THIS WEEK AS THE DISCUSSIONS CONTINUE.

UPSON COUNTY’S DIRECTOR OF EMERGENCY MANAGEMENT BILLY MITCHUM, REPORTS NO MAJOR DAMAGE IN THE COUNTY RELATED TO SATURDAY’S STORM.TGA NEWS HAD A CALL ABOUT SOME WIND DAMAGE ON REID PLACE ROAD. SEVERAL COUNTIES WERE UNDER A TORNADO WATCH FOR OVER AN HOUR INCLUDING UPSON,MERIWETHER, SPALDING, TALBOT, FAYETTE, AND COWETA. NATIONAL WEATHER SERVICE RADAR DETECTED A STORM CELL BETWEEN FLINT TECH CAMPUS AND LOGTOWN ROAD THAT HAD TORNADO POTENTIAL BUT NO TOUCH DOWNS REPORTED. BASEBALL-SIZED HAIL CAUSED DAMAGE IN COWETA AND MERIWETHER COUNTIES. THE SALES BARN ON 74 EAST POSTPONED MONDAY’S SALE DUE TO ELECTRICAL PROBLEMS RELATED TO THE STORM.

AT A THURSDAY PRESS CONFERENCE, UPSON COUNTY COMMISSION CHAIRMAN MAURICE RAINES ANNOUNCED MOBIS OF GEORGIA WILL HOLD A JOB FAIR AT THE CIVIC CENTER IN THOMASTON, WEDNESDAY, MARCH 30, 4 TO 7PM. HE SAID THE JOB FAIR IS THE CULMINATION OF AN 18 MONTH NEGOTIATION BETWEEN THE UPSON COUNTY COMMISSION, MOBIS OF GEORGIA AND OTHER TIER ONE KIA SUPPLIERS. MOBIS IS LOOKING TO HIRE 100 EMPLOYEES TO WORK A ROTATING SHIFT WITH A STARTING PAY OF $10.50, PROGRESSING TO $15.75 AFTER 36 MONTHS.

NO TO LANDFILL ON FIRETOWER ROAD
THE UPSON COUNTY COMMISSIONERS FOLLOWED A RECOMMENDATION BY THE PLANNING COMMISSION AND STAFF AND VOTED TO DENY A REZONING APPLICATION FOR A SANITARY LANDFILL, TUESDAY. THE LANDFILL WAS PROPOSED AT THE OLD KERSEY TIRE DUMP ON FIRETOWER ROAD BY THOMASTON NATIVE RON ANDERSON OF HENRY COUNTY.IN HIS CLOSING STATEMENT ANDERSON TOLD THE BOARD HE NEVER WANTED A LANDFILL, HIS INTENT ALL ALONG WAS TO CLEAN UP THE 105 ACRES HE OWNS. FIVE CITIZENS SPOKE AGAINST THE LANDFILL AGREEING WITH THE PLANNING AND ZONING STAFF IT WOULD DO ENVIRONMENTAL HARM.

UPSON LOSES POPULATION
THE THREE RIVERS REGIONAL COMMISSION HAS RELEASED DATA FROM THE 2010 CENSUS AND UPSON AND MERIWETHER COUNTY HAVE LOST POPULATION SINCE 2000. UPSON COUNTY DOWN 1.61% WITH A POPULATION OF 27,153 AND MERIWETHER COUNTY LOST 2.41% AT 21,992. PIKE COUNTY UP 30.55% AT 17,869, LAMAR COUNTY GAINED 15.11% AT 18,317, AND SPALDING COUNTY GAINED 9.68% AT 64,073.

SPLOST REFERENDUMS ARE SCHEDULED TUESDAY IN UPSON, PIKE, AND LAMAR COUNTIES. THE POLLS WILL BE OPEN FROM 7AM TILL 7PM AND FUN 101 FM WILL HAVE ELECTION COVERAGE AFTER THE POLLS CLOSE. UPSON AND LAMAR HAVE SPLOST RENEWALS ON THE BALLOT. IN UPSON COUNTY A 5 YEAR $16 MILLION SPLOST, THE MAJOR ITEMS ROAD PAVING AND CIVIC CENTER UPGRADES. THOMASTON PEDIATRICIAN DR. KATHY MANSFIELD HAS ISSUED A STATEMENT REGARDING A GUILTY PLEA SHE ENTERED LAST WEEK ON CHARGES OF MEDICAID FRAUD. ACCORDING TO GEORGIA’S ATTORNEY GENERAL SHE WAS SENTENCED TO FINE, PROBATION, AND RESTITUTION OF $537,000. IN A STATEMENT PROVIDED TO TGA NEWS, DR. MANSFIELD SAID “ THE JUDGE ALLOWED ME TO ENTER A SPECIAL PLEA UNDER A RARELY USED RULE—AN ALFORD PLEA—WHERE GUILT IS DENIED AND I WAS ALLOWED TO MAINTAIN MY INNOCENCE. THE COURT UNDERSTOOD THAT MY STAFF AND I SIMPLY MADE A VERY REPETITIVE, COSTLY MISTAKE. I HAD BEEN OFFERING TO REPAY THE MONEY I OWE THE STATE FOR YEARS BEFORE THIS CASE WAS FILED. THOMASTON PEDIATRICIAN PLEADS GUILTY TO MEDICAID FRAUD
ACCORDING TO A PRESS RELEASE FROM GEORGIA’S ATTORNEY GENERAL SAM OLENS , KATHY MANSFIELD, A THOMASTON PEDIATRICIAN AND OWNER OF PEDIATRIC ASSOCIATES OF THOMASTON. PLED GUILTY WEDNESDAY TO ONE COUNT OF MEDICAID FRAUD FOR INTENTIONALLY OVERBILLING THE MEDICAID PROGRAM IN THE AMOUNT OF APPROXIMATELY $537,428. FROM 2003 TO 2007, DR. MANSFIELD BILLED MEDICAID FOR THE SYNAGIS, A DRUG USED TO PREVENT SEVERE LOWER RESPIRATORY INFECTIONS IN INFANTS AND YOUNG CHILDREN, FOR SUBSTANTIALLY GREATER AMOUNTS OF THE DRUG THAN SHE ACTUALLY PURCHASED AND USED ON PATIENTS IN HER CLINIC. DESPITE THE STATE’S RECOMMENDATION FOR INCARCERATION, THE JUDGE IMPOSED A SENTENCE OF TEN YEARS ON PROBATION, RESTITUTION IN THE AMOUNT OF $537,428, A $10,000 FINE AND INVESTIGATIVE COSTS TO BE REPAID TO THE STATE IN THE AMOUNT OF $5000. ASSISTANT ATTORNEY GENERAL VICTORIA KIZITO, WHO IS ASSIGNED TO THE GEORGIA MEDICAID FRAUD CONTROL UNIT, PROSECUTED MANSFIELD ON BEHALF OF THE STATE OF GEORGIA.
FIRE DAMAGES COLONIAL MOTEL 19 NORTH
HEAVY DAMAGE TO THE COLONIAL MOTEL ON 19 NORTH EARLY FRIDAY. UPSON SHERIFF’S OFFICE GOT THE CALL AROUND 6;30AM. NINE UNITS DESTROYED ON THE SOUTHSIDE OF THE MOTEL AND FIVE UNITS HAVE SMOKE AND WATER DAMAGE. TWO UNITS WERE OCCUPIED BUT THE GUESTS EXITED AND NO ONE WAS HURT. A HEATING AND A.C. UNIT THE SUSPECTED CAUSE.

URMC AMBULANCE CONTRACT QUESTIONED
UPSON COUNTY COMMISSIONER FRANK SPRAGGINS URGED CAUTION ON ANY ATTEMPT TO DISCONTINUE THE AMBULANCE SERVICE CONTRACT WITH URMC, AT TUESDAY’S MEETING. COMMISSIONER STEVE HUDSON SAID HE WANTS OUT OF THE CONTRACT, IF POSSIBLE. ITS A FIVE YEAR CONTRACT THROUGH 2013, THE FIRST YEAR $480,000 WITH A 5% INCREASE ANNUALLY. THE COUNTY RECEIVED AN INVOICE THIS MONTH FOR $85,000 TO COVER THE AMOUNT OF THE INCREASE THE COUNTY ALLEGEDLY HAS NOT PAID. CHAIRMAN MAURICE RAINES TOLD THE BOARD HE PLANS TO MEET WITH THE HOSPITAL BOARD NEXT WEEK TO DISCUSS THE MATTER.

MUGGING AT CITY HALL FRIDAY
THOMASTON’S POLICE CHIEF DAN GREATHOUSE SAID AN ELDERLY LADY WAS MUGGED AT THE GOVERNMENT COMPLEX FRIDAY. THE LADY NEAR 90 YEARS OF AGE, WAS PUSHED DOWN AND WAS INJURED AND TRANSPORTED TO THE E.R. BY UPSON EMS. ACCORDING TO THE CHIEF, SHE HAD GONE TO CITY HALL TO PAY A UTILITY BILL AND SOMEWHERE NEAR THE ANNEX BUILDING, SOMEONE JUMPED HER FROM BEHIND , GRABBED HER POCKETBOOK AND FLED. AT THE FEBRUARY MEETING OF THE THOMASTON-UPSON DEVELOPMENT AUTHORITY, MONDAY, AN INDUCEMENT LETTER FOR AN INDUSTRIAL REVENUE BOND OF UP TO $14 MILLION WAS APPROVED FOR A GREEN ENERGY COMPANY. LANCASTER ENERGY PARTNERS OF WILMINGTON,NORTH CAROLINA HAS PURCHASED THE FORMER THOMASTON MILLS CO-GENERATION PLANT OFF EDGEWOOD AVE. TO PRODUCE ELECTRICITY USING WOOD WASTE PRODUCTS. THE COMPANY PLANS TO BE UP AND RUNNING BY THE FALL WITH 20 NEW JOBS CREATED. THE FIRM HAS A CONTRACT TO SELL POWER TO UPSON EMC AND OTHER EMC’S IN GEORGIA, ACCORDING TO IDA CHAIRMAN NEIL HIGHTOWER.
