STATE PATROL, A THOMASTON MAN WAS KILLED IN A ONE VEHICLE ACCIDENT ON WEST COUNTY ROAD, EARLY SATURDAY. 36 YEAR OLD ALLAN WOODARD OF 136 LONG VIEW LOOP APPARENTLY LOST CONTROL OF HIS PICK-UP TRUCK WHILE TRAVELING NORTH, LEFT THE ROAD AND HIT THREE SMALL TREES. HE WAS PRONOUNCED DECREASED AT THE SCENE.

UNITS FROM FOUR FIRE DEPARTMENTS RESPONDED TO A HOUSE FIRE AT 382 STEWART ROAD IN UPSON COUNTY AT THE PIKE LINE, THURSDAY MORNING. THE RESIDENCE OF CHARLES AND KERI FIELDS WAS A TOTAL LOSS. MS. FIELDS WAS TRANSPORTED TO THE E.R. BY UPSON EMS, AFTER SHE SUSTAINED A CUT HAND ESCAPING THE BLAZE. UNITS FROM NORTHSIDE, ROCK HILL, MEANSVILLE, AND PIKE COUNTY FIRE DEPARTMENT FOUND THE HOUSE TOTALLY INVOLVED WHEN THEY ARRIVED.

A FEDERAL JUDGE IN MACON HAS REJECTED A LAWSUIT BY THE PASTOR OF THE BAPTIST TABERNACLE IN THOMASTON, JONATHAN WILKINS, THAT WOULD ALLOW HIM TO CARRY A GUN DURING CHURCH SERVICES. JUDGE C. ASHLEY ROYAL RULED THE REV. WILKINS CAN CARRY A GUN IN THE PARSONAGE AND IN THE CHURCH OFFICE IF HE HAS PERMISSION FROM CHURCH MANAGEMENT. HIS ATTORNEY JOHN MONROE OF ROSWELL SAID HE EXPECTS A DECISION ON WHETHER TO APPEAL THE RULING WITHIN DAYS.

THOMASTON’S NEW POSTMASTER HAS REPORTED FOR DUTY. RICHARD CAMPBELL WAS APPOINTED ABOUT A YEAR AGO BUT HAS BEEN RUNNING THE STOCKBRIDGE POST OFFICE. HE HAS BEEN WITH THE U.S. POSTAL SERVICE FOR OVER 32 YEARS.

THE VETERANS CLUB IN THOMASTON OFF VETERANS DRIVE, WAS GUTTED BY FIRE EARLY FRIDAY. THOMASTON’S FIRE CHIEF EDDIE LIFSEY TOLD TGA NEWS FRIDAY AFTERNOON THE STATE FIRE MARSHALL HAD VISITED THE SITE AND WILL RETURN ONCE THE BUILDING STOPS SMOLDERING. THE CHIEF SAID BECAUSE OF THE SCALE OF DESTRUCTION AT THIS TIME THE CAUSE IS UNDETERMINED.

BURGLARY AT CITY HALL
$2700 IN BUSINESS LICENSE FEES MISSING FROM THE BUSINESS OFFICE AT THE CITY OF THOMASTON BUSINESS OFFICE IN THE GOVERNMENT COMPLEX. ACCORDING TO THOMASTON POLICE SEVERAL DOORS IN THE FINANCIAL OFFICES HAD PRY MARKS BUT THERE WAS NO SIGN OF FORCED ENTRY FROM OUTSIDE THE BUILDING. THE REPORT SAYS TUAC HAD AN EVENT IN THE GOVERNMENT COMPLEX.

AT A CALLED MEETING TUESDAY, THE UPSON COUNTY COMMISSIONERS APPROVED THE MARCH 2011 SPLOST ON A 3 TO 1 VOTE, COMMISSIONER RUSTY BLACKSTON VOTED AGAINEST IT. COMMISSIONER FRANK SPRAGGINS MADE THE MOTION FOR A 5 YEAR $16 MILLION SPLOST, BUT BLACKSTON PROPOSED TO DECREASE THE $2.1 MILLION FOR CIVIC CENTER RENOVATION TO $1 MILLION AND HE SUGGESTED CUTS IN RECREATION PROJECTS, FUNDS TO BE MOVED INTO OTHER PROJECTS.

SCHOOLS OPEN THURSDAY
THE CENTRAL OFFICE OF THE THOMASTON UPSON SCHOOLS HAS ANNOUNCED CLASSES WILL RESUME, THURSDAY. SCHOOLS HAVE BEEN CLOSED IN UPSON COUNTY AND SURROUNDING COUNTIES ALL WEEK DUE TO THE ICE STORM.
2011 UPSON COUNTY SPLOST FINALIZED
THE UPSON COUNTY COMMISSIONERS TURNED DOWN AN 11TH HOUR PROPOSAL ON THE 2011 SPLOST BY THE CITY OF THOMASTON , AND AT TUESDAY’S MEETING APPROVED A FIVE YEAR $16 MILLION SALES TAX MEASURE FOR THE MARCH BALLOT. BASED ON POPULATION, THE COUNTY GOVERNMENT WOULD RECEIVE 8.4 MILLION, THE CITY OF THOMASTON 4.1 AND THE CITY OF YATESVILLE $176,000. THE COMMISSIONERS ADDED HALF A MILLION FOR THE FIRE DEPARTMENTS AND $200,000 FOR UPGRADES TO THE SILVERTOWN TENNIS COURTS. THE LARGEST ITEM $4.3 MILLION FOR ROADS AND BRIDGES, 2.1 FOR THE CIVIC CENTER .

CITY AND COUNTY SPAR OVER 2011 SPLOST
DURING A JOINT MEETING THURSDAY, THE UPSON COUNTY COMMISSIONERS AND THOMASTON MAYOR AND COUNCIL COULD NOT AGREE ON ALLOCATION FOR A 2011 SPLOST TO BE ON THE BALLOT IN MARCH. THE COUNTY HAS PROPOSED A 5 YEAR $15 MILLION SALES TAX MEASURE WITH THE CITY GETTING 33%. THE MAYOR AND COUNCIL ARGUED FOR A 6 YEAR $22 MILLION SPLOST WITH A 49-49 SPLIT. THE MAYOR AND COUNCIL HAS TARGETED FUNDS FOR WATER AND SEWER UPGRADES,INCLUDING OVER $5 MILLION FOR THE SEWER LINE THAT SERVES THE UPSON COUNTY JAIL COMPLEX, BUT THE COUNTY COMMISSIONERS HELD THEIR GROUND. AFTER THE MEETING, CHAIRMAN MAURICE RAINES APPROACHED COUNCIL ABOUT A 6 YEAR $18 MILLION SPLOST, THE SAME AS THE 2005 SPLOST. THE SPLOST HAS TO BE FINALIZED TUESDAY SO BALLOTS CAN BE PRINTED.

LANDFILL PROPOSED ON FIRETOWER ROAD
A PROPOSAL TO PUT A LANDFILL AT THE OLD KERSEY TIRE DUMP ON FIRETOWER ROAD IS GENERATING A HIGH VOLUME OF CALLS TO THE UPSON COUNTY ZONING OFFICE. ZONING DIRECTOR CHAD JACOBS SAYS THE ITEM IS ON THE AGENDA FOR MONDAY’S 5;30 MEETING OF THE UPSON PLANNING COMMISSION. THOMASTON NATIVE RON ANDERSON OF HENRY COUNTY OWNS THE 105 ACRES AND IS REQUESTING AR ZONING BE CHANGED TO M-2 PLUS A SPECIAL EXCEPTION WILL BE REQUIRED. ZONING CHIEF JACOBS SAYS STATE EPD HAS BEEN OVERSEEING A CLEAN-UP OF THE SITE THAT ONCE HAD 3.6 MILLION OLD TIRES, BUT HE PLANS TO RECOMMEND DENIAL OF THE REZONING.
UPSON COMMISSIONERS WANT FIRE DISTRICTS
THE UPSON COUNTY COMMISSIONERS MET WITH THE VOLUNTEER FIRE DEPARTMENTS, TUESDAY, BUT ONLY LINCOLN PARK SUPPORTED A PLAN BY COMMISSIONER RUSTY BLACKSTON TO CREATE FIRE DISTRICTS TO FUND FIRE PROTECTION. THE PROPOSAL WOULD ASSESS EACH RESIDENCE IN THE UNINCORPORATED AREA OF UPSON COUNTY, $25 PER YEAR FOR FIRE PROTECTION, WHICH WOULD RAISE $250,000 ANNUALLY. COMMISSIONER BLACKSTON SAID THE BOARD WANTED TO PUT $1 MILLION IN THE 2011 MARCH SPLOST FOR FIRE EQUIPMENT, BUT THE DEPARTMENTS WOULD NEED TO SIGN AN AGREEMENT WITH THE COUNTY. SUCH AN AGREEMENT WOULD ALLOW THE DEPARTMENTS TO APPLY FOR GRANTS, AND LEASE EQUIPMENT FROM THE COUNTY. COMMISSIONER BLACKSTON TOLD TGA NEWS IT WOULD INCREASE FUNDING FOR FIRE DEPARTMENTS 70% PLUS THEY WOULD STILL CONTROL OPERATIONS.

UPSON COUNTY SHERIFF’S OFFICE IS INVESTIGATING A BURGLARY AT ST. PETER THE ROCK CATHOLIC CHURCH, 3594 BARNESVILLE HIGHWAY. A ROCK WAS USED TO BREAK A WINDOW AND DOORS TO SEVERAL OFFICES WERE PRIED OPEN. CABINETS AND DRAWERS WERE ENTERED AND A CREDIT CARD BELONGING TO THE CHURCH IS MISSING.

CITY OF THOMASTON UPS UTILITY RATES
THE THOMASTON CITY COUNCIL APPROVED RATE INCREASES IN WATER AND SEWER AND ELECTRICITY AT TUESDAY’S MEETING. CITY MANAGER PATRICK COMISKEY TOLD TGA NEWS, THE AVERAGE RESIDENTIAL WATER AND SEWER CUSTOMER WILL PAY $5 MORE PER MONTH. CITY HALL IS FACING A 10.7% INCREASE IN WHOLESALE POWER COSTS AND IS SPREADING THE HIKE OVER TWO YEARS. A 6.5% INCREASE FOR RESIDENTIAL AND 5.5 % FOR COMMERCIAL, THROUGH 2012, BUT COUNCILMAN ED BELL NOTED ITS MUCH LESS THAN GA. POWER’S RECENT RATE HIKE. MAYOR HAYS ARNOLD SAID HE REGRETS STARTING THE NEW YEAR WITH UTILITY INCREASES, BUT THEY ARE NECESSARY FOR THE CITY’S CONTINUED SUCCESSFUL OPERATION.

UPSON BEACON LEGAL ORGAN 2011
FOLLOWING A FOUR HOUR HEARING IN SPALDING SUPERIOR COURT, MONDAY, CHIEF JUDGE CHRIS EDWARDS RULED THAT THE UPSON BEACON IS THE LEGAL ORGAN OF THE COUNTY FOR 2011. THE THOMASTON TIMES, LEGAL ORGAN FOR DECADES WAS SEEKING A TEMPORARY RESTRAINING ORDER TO RETAIN THE LEGAL ADS, SOMETHING THAT GENERATES OVER $50,000 ANNUALLY IN REVENUE. THE ATTORNEY FOR THE THOMASTON TIMES, TIM SHEPPARD OF GRIFFIN CONTENDED THE BEACON DID NOT QUALIFY BECAUSE IT DID NOT MEET THE TIME FRAME OF 75% PAID CIRCULATION FOR TWO YEARS. HE BASED SOME OF HIS ARGUMENTS ON THE TESTIMONY OF PROBATE JUDGE GARY HAMBY WHO SAID THE THREE CONSTITUTIONAL OFFICERS WHO HAVE A VOTE, THE PROBATE JUDGE, THE SHERIFF AND THE CLERK OF COURT, TOOK A VOTE ON NOVEMBER 12TH. JUDGE HAMBY VOTED TO STAY WITH THE THOMASTON TIMES, SHERIFF DON PEACOCK AND CLERK OF COURT TERESA HARPER VOTED FOR THE BEACON, ALTHOUGH THE CLERK TESTIFIED THE SHERIFF CHANGED HIS MIND AFTER THE NOVEMBER 12TH VOTE, BUT AFFIRMED IT IN A LATER MEETING. SHERIFF PEACOCK DID NOT ATTEND THE HEARING, JUDGE EDWARDS SAID HE WAS SEEKING TREATMENT FOR A CAROTID ARTERY PROBLEM. ATTORNEY SHEPPARD ARGUED THE NOVEMBER 12TH VOTE WAS THE DATE OF DESIGNATION BUT JUDGE EDWARDS RULED IT WAS DEC. 3RD, WHEN THE CLERK AND SHERIFF INSTRUCTED THE COUNTY ATTORNEY TO DRAW A LEGAL AD TO RUN IN THE THOMASTON TIMES DESIGNATING THE BEACON AS LEGAL ORGAN FOR 2011. THE JUDGE SAID DEC. 3RD OR THE DATES THE LEGAL AD RUN ARE THE DATES OF DESIGNATION. THE ATTORNEYS FOR THE BEACON, JOHNNY CALDWELL JR. AND MARK IRVIN TOLD THE JUDGE THE BURDEN WAS ON THE THOMASTON TIMES TO PROVE THE BEACON DID NOT QUALIFY, BECAUSE THE TIMES TOOK THE LEGAL ACTION.
